Indev Announces Hiring of Patrick Thomas as Senior Director of Homeland Security Programs

Arlington, VA, April 3, 2018 - Indev is pleased to announce the newest member to their leadership team with the hiring of Patrick Thomas as Senior Director, Homeland Security Programs. In this role, Mr. Thomas will lead the full-service delivery lifecycle across all Department of Homeland Security accounts, promoting the continuous improvement of service quality and ensuring a high level of customer satisfaction. Mr. Thomas will be a driving force in new business lead generation and the transformation and maturation of Indev service offerings.

As Indev focuses on growing its leadership team, we are especially excited to bring Mr. Thomas’ leadership, industry knowledge and relationships, and strong business development expertise to our organization. Prior to Indev, Mr. Thomas worked as an independent IT management and business development consultant with lead roles in over $60M in proposals for Immigration and Customs Enforcement (ICE) and the National Reconnaissance Office (NRO). Prior to being independent he was with PG Public Services (PGPS) Federal Practice. He was the program lead for their Quality Assurance and Independent Verification and Validation support of the successful TECS Modernization/Integrated Case Management (TECS Mod/ICM) Program, provided IT program management support for ICE Technical Operations; lead the PGPS business development for teams' awards on DHS TABSS and DHS EAGLE II; lead the architectural support for all ICE Management and Administration (M&A) systems; and, was selected to provide specialized architectural and acquisitions support for special programs including ICE's first two cloud based systems - Enforcement and Removal Operations (ERO) ePolicy Distribution System and Electronic Health Records (eHR). Previously, Mr. Thomas was with BearingPoint where he led their ICE Financial (Rent), Personal Property, and Real Estate Portfolio management team, developed the ICE Office of Asset Management (OAM) strategic/operational and systems development plan.

Mr. Thomas began his career with the U. S. Public Health Service (USPHS) on detail to the Federal Bureau of Prisons (FBOP) where he served as the Fire Protection Engineering Program Manager. He was the sole subject matter expert to the Authority Having Jurisdiction (AHJ) on life safety, was responsible for creating policy, provided COTR support for consulting contracts, participated in two arson investigations, and led various program/project management efforts.

He holds a BS in Fire Protection Engineering from the University of Maryland, a MS in Business from the Johns Hopkins University and a Masters Certificate in Project Management from the George Washington University. He is Life Member and an active first responder with the Bethesda-Chevy Chase Rescue Squad and has served on various Committees and their Board of Directors.

Indev to Deliver New Case Management and Enforcement Capabilities to Federal Railroad Administration Leveraging Microsoft Dynamics

Washington December 12, 2017 – Indev is pleased to announce the award of a new contract with the U.S. Department of Transportation (DOT) Federal Railroad Administration (FRA) Office of Chief Counsel (RCC). Indev will be responsible for developing and implementing a new Railroad Enforcement System (RES) system using the Microsoft Dynamics (MS) 365 platform to help RCC manage and carry out its civil penalty enforcement program. The scope of services Indev will provide, in partnership with Halvik Corp., include Systems Implementation, Configuration Management, and Operations support to meet the RCC’s program needs and objectives.

DOT FRA RCC is responsible for carrying out the enforcement policy that includes issuance of civil penalty demand letters and other documents related to the violations of railroad safety laws and in the compilation of reports related to the railroad safety enforcement process. RCC uses an existing RES application to annually assess and collect several million dollars in civil penalties for violations of the railroad safety laws and regulations. RCC’s hopes to achieve enhanced case management and reporting capabilities through the new RES application built on the Microsoft Dynamics 365 platform.

This award increases Indev’s Microsoft 365 expertise and aligns with the company’s strategic focus and core competence of supporting the transportation market and the safety mission. Prior to Indev, Mr. Inman worked at Deloitte Consulting’s Federal Practice. He most recently served as a leader in Deloitte’s technology portfolio of work at DHS Customs and Border Protection (CBP), Citizenship and Immigration Services (USCIS) and served as a Business Development Lead for Deloitte’s Federal Cloud Market Offering. In addition to serving as a leader for Deloitte’s technology work at the IRS for the Affordable Care Act (ACA) implementation, he also served in leadership roles across other accounts in Deloitte’s Civilian and Defense and National Security sectors. Mr. Inman has a diverse technology background that covers all phases of the SDLC, Strategy, Architecture, Engineering, Operations, Cloud, and Infrastructure.

Mr. Inman began his career with PwC Consulting where he served the US Department of Education and the Department of Defense. He then worked at a small software company that automated compliance with US trade rules and regulations. Upon joining Deloitte’s Federal practice, Mr. Inman led several custom and COTS implementations, served several C-suite clients as a trusted advisor, and created new organizations that focused on DevOps, process improvement and organizational change. He holds a degree in Accounting Information Systems from James Madison University, where he continues to serve on the Executive Advisory Board for the CIS Department.
