Management

Indev was founded and is managed by partners who share a common philosophy:

“Take care of your clients, take care of your people, and together we serve those who rely on us.”

This simple philosophy guides every management decision, every initiative, and everything we do. While it sounds simple, many consulting firms lose sight of it. Our purpose in creating Indev was to get back to this core philosophy of our nation’s well-being. While the partners have extensive experience building and managing consulting organizations, each is a consultant first, focusing on client service above all else. Each partner has client-focused roles in addition to corporate responsibilities. This focus ensures that the leadership of the firm engages day-to-day with our two most important stakeholders: clients and employees.

CO-FOUNDER & PARTNER

Brett Albro

With a focus on providing technology and management consulting services, Mr. Albro is a recognized leader in the homeland security and transportation sectors. The majority of his career has focused on repositioning and increasing the value of CIO offices, with particular attention to cloud enablement, Agile and DevOps transformation, and digital modernization. Within Indev, he is responsible for client delivery, business development and formulation of the company’s strategic direction.

Prior to co-founding Indev, Mr. Albro was a Partner at Phase One Consulting Group, an IT strategy consulting firm, where he managed the National Infrastructure and Financial Services Business Unit which included clients such as the Department of Homeland Security, Department of Transportation, General Services Administration, and Department of Education. Mr. Albro began his career as a mechanical engineer at the Naval Undersea Warfare Center (NUWC) in Newport, RI where he supported the development of signal analysis systems for use on U.S. Navy submarines. Following NUWC, he worked at Booz Allen Hamilton where he supported clients such as the Federal Bureau of Investigation and the U.S. Coast Guard.

Mr. Albro graduated cum laude from the University of Rhode Island in Kingston, RI with a Bachelor of Science in Mechanical Engineering. He also holds a Master of Business Administration from Bryant University in Smithfield, RI. Brett currently lives with his wife and two children in Arlington, Virginia. In his spare time he is an avid soccer player, runner, and outdoor enthusiast. Born and raised in Syracuse, NY he bleeds Orange.

CO-FOUNDER & PARTNER

Mike Pittenger

Mr. Pittenger brings a 15-year career in successful startup management, operations and growth in Federal technology, healthcare, and contract services. His track record in company and program management, contract administration, customer relations, strategic planning, and building companies that outperform their competitors provides a strong foundation for stable company operations and expansion.  

Prior to co-founding Indev, Mr. Pittenger served as a Senior Executive in the Healthcare Division of Harris Corporation (HRS) after the sale of Patriot Technologies. He provided strategic planning, program consulting, profit and loss analysis, business development and functioned as a liaison between the potential customer/requirements and Harris within the Federal healthcare IT integration and interoperability marketplace. He held a senior leadership position as 1 of 16 Senior Executives within a Fortune 500 Company with over 17,000 employees. During his time the Federal Healthcare Division revenues grew from $130M to $220M.

Prior to Harris, Mr. Pittenger co-founded Patriot Technologies where he provided program management, strategic marketing and business development on large, complex efforts. He and his team grew revenues to $50M+ in the healthcare technology and integration market serving the Department of Veterans Affairs and Department of Defense. In the fall of 2009 Harris Corporation (HRS) acquired Patriot Technologies. During his time at Patriot he helped facilitate and manage the company’s CMMI Level 2 certification. He also served as the government’s point of contact for administration of its GSA IT 70 and MOBIS contracts and was the company’s Facility Security Officer for its DoD facility clearance.

PARTNER, AVIATION PROGRAMS

Jerry Whittaker

Mr. Whittaker has over 35 years of experience in the field of Air Traffic Control, working closely with the Federal Aviation Administration (FAA) and the aviation industry.  In his role as Partner, Vice President of Aviation Programs, Mr. Whittaker is responsible for developing strategic partnerships with the aviation industry and government clients to generate and manage new business within the FAA.  He is also responsible for managingthe Air Traffic Controller Training Contract (CTC), overseeing 100+ Indev staff in the Air Traffic Organization’s (ATO) Western Service Area Terminal and En route Air Traffic Control facilities.

He began his career in 1975 with the United States Navy (USN) as an Air Traffic Controller and has since served in various leadership roles where he lead teams of aviation professionals and systems engineering teams to develop and implement solutions in support of the Next Generation Air Transportation System (NextGen).  He served as an FAA employee for 25 years working as an Air Traffic Controller in Terminal and En route operations, supporting some of the busiest facilities in the nation.  During his FAA career, he also served as a labor representative of the National Air Traffic Controllers (NATCA) at the local, regional and national level.  As the NATCA National Free Flight Program Liaison, he collaborated with the FAA on deploying new technologies in FAA’s Towers/TRACONS, 21 ARTCC’s, and the ATCSCC.  He also served on the RTCA Free Flight select committee for 3 years with other industry leaders working on National Airspace System (NAS) capacity enhancements.    

Jerry is an accomplished leader with FAA proven systems engineering experience in future concepts and designs for Air Traffic Management (ATM) and oversight of Air Traffic Control (ATC) projects in support of FAA, NASA and industry clients.  He holds a Bachelor of Arts in Labor Studies from the National Labor College, and is the second of three generations of FAA Air Traffic Controllers in his family.   

PARTNER, DHS AND CIVILIAN PROGRAMS

Charlie Inman

Mr. Inman serves as Partner, Civilian Programs for Indev, focusing on company growth and client delivery within the homeland security and transportation sectors, with a focus on the Department of Homeland Security (DHS) and U.S. Department of Transportation (DOT) markets.  Mr. Inman leads the full service delivery lifecycle across all DOT and DHS accounts in the Federal Sector, promoting continuous improvement of service quality and ensuring a high level of customer satisfaction.  He is a driving force in new business lead generation and the transformation and maturation of Indev service offerings.

Prior to Indev Mr. Inman worked at Delloite Consulting’s Federal Practice.  He most recently served as a leader in Deloitte’s technology portfolio of work at DHS Customs and Border Protection (CBP), Citizenship and Immigration Services (USCIS) and served as a Business Development Lead for Deloitte’s Federal Cloud Market Offering.  In addition to serving as a leader for Deloitte’s technology work at the IRS for the Affordable Care Act (ACA) implementation, he also served in leadership roles across other accounts in Deloitte’s Civilian and Defense and National Security sectors.  Mr. Inman brings a diverse technology background that covers all phases of the SDLC, Strategy, Architecture, Engineering, Operations, Cloud, and Infrastructure. 

Mr. Inman began his career with PwC Consulting where he served the U.S. Department of Education and the Department of Defense. He then worked at a small software consulting company that automated compliance with U.S. trade rules and regulations.  Upon joining Deloitte’s Federal practice, Mr. Inman led several custom and COTS implementations, served several C-suite clients as a trusted advisor, and created new organization that focused on DevOps, process improvement and organizational change.  He holds a degree in Accounting Information Systems from James Madison University, where he continues to serve on the Executive Advisory Board for the CIS Department.  

VICE PRESIDENT, TRANSPORTATION PROGRAMS

Sandi Van Valkenburg

Ms. Van Valkenburg serves as the Vice President of Transportation Programs, leading the full-service delivery lifecycle across all Department of Transportation (DOT) accounts, promoting the continuous improvement of service quality, and ensuring a high level of customer satisfaction.  Additionally, Ms. Van Valkenburg leads new business generation at DOT, helping drive the demand of Indev’s service offerings across both existing and new client bases.

Prior to Indev, Ms. Van Valkenburg worked as a Senior Manager at Deloitte where she was a senior leader of high-profile initiatives across various federal organizations including Amtrak, United States Postal Service (USPS), and the Transportation Security Administration (TSA), having delivered Cloud Strategy and Implementation, Application Development and Systems Modernization, and Program Management and Oversight services.  Prior to Deloitte she worked for CGI Federal where she was responsible for CGI’s FedRAMP accredited cloud services and the secure delivery of cloud capabilities for GSA’s Office of Citizen Services and Information Technology (OCSIT).  She began her career at Johnston McLamb as a Director of Business Development and Delivery, where she was responsible for multiple, large scale, modernization efforts at the USPS.

She holds a B.A in Liberal Arts and Sciences from Virginia Tech and a M.S. in Information Systems from George Mason University.  Additionally, she is an active Project Management Professional (PMP) and completed the American Council for Technology-Industry Advisory Council (ACT-IAC) Voyagers Program. Ms. Van Valkenburg enjoys tennis and golf, traveling, and spending time outdoors with her family.

SENIOR DIRECTOR, FEDERAL BUSINESS DEVELOPMENT

Cathy Simpson

Ms. Simpson serves as the Senior Director of Federal Business Development for Indev and her primary focus lies in company growth and the generation of new business within the Department of Homeland Security (DHS) and other Civilian Agencies. She brings over 25 years of experience supporting the Federal Government. She has cultivated a strong network of relationships with Government Leaders and is well respected by both Industry and Government. Throughout her career, she has focused on Professional Services but has also worked for a Value-Added Reseller, which brings her a high level of overall knowledge of the Federal Government and the Government procurement processes from several aspects.

Prior to Indev, Ms. Simpson owned her own Consulting Company, Savage Solutions Enterprises, LLC, where she served as a Business Development Consultant for companies supporting DHS and Treasury/IRS as well as other Civilian Agencies. Her direct efforts led to identifying, qualifying, capturing, solutioning and closing net new business, leading to substantial revenue growth and success.

Ms. Simpson served as the Chair for the DHS SIG (Special Interest Group) for ACT/IAC for 5 years where she coordinated monthly events which fostered communication between Government and Industry. Her efforts consisted of engaging with Government leaders, to allow them to enlighten Industry on their Agencies missions, challenges, goals, current state and future opportunities.

She attended Virginia Tech where she studied Communications. Ms. Simpson is a native to Northern Virginia, where she currently resides. She enjoys the outdoors, fly fishing, golf, riding her Harley, cooking, and spending time with her family.

SENIOR DIRECTOR, CYBERSECURITY

Keith Melancon

Mr. Melancon serves as the Senior Director of Cybersecurity Services, focusing efforts on leading and growing Indev’s CyberSecurity Service offering across its customer base.  Keith is responsible for the development, implementation, and the evolution of Indev’s CyberSecurity offerings supporting the architectural and operational complexity of our client’s cybersecurity programs to achieve cyber resilience.  Keith also leads out CyberSecurity business development efforts focused integrating cybersecurity across Indev’s client base.

Mr Melancon’s began his career in the Air Force, serving as a Communications Engineer and a Cyber Operations Officer.  In his career, he served in various positions, with specific experience in network engineering, physical infrastructure, cyber policy and governance, and training.  He retired from the Air Force in 2011 and joined Delta Risk in their DC-based office as a Director for Policy and Governance.  While there, he supported a variety of clients including the DoD CIO-Cybersecurity Strategy office, North Carolina state government, and various Fortune 500 and other commercial companies.  His range of work covered NIST-based Risk and Vulnerability Assessments, developing strategy and policy for the DoD, federal client program management, leading table-top exercises focused on incident response and disaster recovery plans, and support of the National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework.

Keith holds a B.S in Industrial Engineering from Louisiana State University and an M.S. in Information Resource Management from the Air Force Institute of Technology. He also holds a Certified Information System Security Professional (CISSP) certification.

Capability Maturity Model Integration (CMMI) Maturity Level 3 For Development

The Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) Maturity Level 3 for Development v1.3 certification is a framework for software process improvement that requires a company to meet or exceed certain standards for software development, project management and quality assurance. A Level 3 rating requires 18 specific process areas and 12 generic goals and practices to be fulfilled, including project monitoring and control, requirements development, technical solutions, decision analysis and resolution and organizational process definition.

ISO 9001:2015

The 9001:2015 is a quality management system requirements certification that ensures products and services consistently meet customer requirements while improving business processes. It requires organizations to demonstrate their ability to consistently provide products that meet customer and applicable statutory and regulatory requirements. The certification aims to enhance customer satisfaction through the effective application of the standards, including processes for continual improvement and the assurance of conformity to customer and applicable statutory and regulatory requirements.

ISO 27001:2013

The ISO 27001 certification is an information security standard and specification for information security management systems published by the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). This International Standard specifies the requirements for establishing, implementing, maintaining and continually improving an information security management system within the context of the organization. This International Standard also includes requirements for the assessment and treatment of information security risks tailored to the needs of the organization.

ISO 20000-1:2018

ISO/IEC ISO 20000-1:2018 is a service management system (SMS) standard. It specifies requirements for the organization to plan, establish, implement, operate, monitor, review, maintain and improve an SMS. The requirements include the design, transition, delivery and improvement of services to fulfill agreed service requirements.
