Federal IT Technical Proposal


Washington, DC (preferred), but open to remote support within the United States

Indev is seeking to hire a part-time Federal Government IT Proposal writer who can help with the following activities: 

  • Review Government IT related solicitations and create a compliance matrix based on Sections L, M, etc.
  • Research, organize, write, edit, and produce technical data for proposals
  • Organize and lead proposal teams
  • Conduct research and formulate content by interviewing subject matter experts, on-line sources, and other source material (including internal Indev materials)
  • Write/edit resumes to align with Request for Quote (RFQ) / Request for Proposal (RFP) requirements 

Required qualifications to be successful in this role

  • 3+ years of experience related to Federal IT RFPs
  • 5+ years of technical proposal writing experience
  • Ability to communicate with technical and non-technical staff, distilling disparate writing styles into a cohesive narrative
  • Excellent written and oral communication skills as well as excellent interpersonal skills.
  • Ability to work on short deadlines and sometimes high stress environments
  • Familiarity with CIO-SP3 & CIO-SP4 contract a plus
  • APMP Certification a plus

Candidate should be comfortable writing to at least one requirements:

  • Experience in software development lifecycle
  • Experience in Agile development
  • Experience in technical architecture, engineering
  • Experience in cybersecurity
  • Experience in requirements management, testing
  • Experience in cloud implementation (e.g., MS Azure, AWS, Google)
  • Experience in cloud native/DevOps technologies
  • Experience with SaaS platforms (e.g., Salesforce, MS Dynamics, ServiceNow)
